Some websites don't tell the browser which language and font they're using so the browser has to guess. You can select it for yourself by going to the View Menu and selecting 'Encoding' and then selecting the language you believe the website to be in... Really the website develpoer needs to indicate this info to the browser. If your system does not have a compatable font, it still will not display correctly. You can download these from Microsoft...
