I have a new computer with Vista. when i downloded GOOGLE toolbar i couldn't download any attachment from my Yahoo email

The toolbar must contain a pop-up blocker, which is preventing the download window from appearing. You should be able to turn that feature off in the options menu.
I never download any toolbars, because they clutter the screen and don't really add functionality, but do seem to be a good venue for spyware.
If I were you, I'd uninstall the toolbar, and not add any others.
